1.0 OBJECTIVES
The Farr 395 is a One Design yacht created for amateur
owner helmsmen racing at local, regional and national regattas under these Class
Rules and existing handicap systems. Except where variations
are specifically permitted by these Rules, boats shall comply with manufacturers
standards. No alterations or modifications are permitted unless explicitly permitted
by these Rules. The Class Rules are intended to ensure that Farr 395 yachts
are as identical as possible with respect to: - appearance
- performance
- hull and deck shape,
weight and weight distribution
- shape and weight of keel
and rudder
- section, weight and center of gravity of spars
- size and weight of standing rigging
- shape,
area and weight of sail plan
1.1 ELIGIBILITY
- While racing in One Design Class events, the crew including owner(s), if aboard,
shall be composed of Group 1 (Amateur) competitors except that not
more than 2 crew members may be other than Group 1. Competitor Grouping
shall be determined by application of the current US SAILING Competitor Eligibility
Prescription to the International Sailing Federation (ISAF) Racing Rules of Sailing
(RRS). Regardless of competitor status, no member of the crew
shall be paid (except for reasonable out-of-pocket expenses for travel, lodging,
meals and entry fees necessary for participation in an event) for racing in a
Farr 395 Class event, except for one crewmember that may be hired for regular
maintenance and delivery of the boat. 1.2
STEERING - While racing in One Design Class events, only Group
1 Farr 395 One Design Owners and their immediate family members may steer. There
is no owner exception, an owner or family member who is not a Group 1 may not
steer in such events, except as provided for in Class Rule 2.6 and Appendix 6.
The above shall not apply to designated One Design Class distance races, except
that an approved owner helmsman shall start the boat and steer for the first hour,
and steer for approximately the last hour of the race and for the finish. The
Farr 395 Class Eligibility Review Committee shall approve all helmsmen.
1.3 OWNERS - For purposes of this rule, an owner is defined
as a person who is financially responsible for at least 1/3 of the current value
of the boat and campaign costs. There shall be no more than three eligible owner
helmsmen on any one boat. Each boat shall have one full member
of the class association; any additional owners shall pay half the current subscription
amount each. There shall be one vote per boat. It is the owner's responsibility
to produce proof of ownership to the Helmsman Eligibility Review Committee if
so required. 2.0
ADMINISTRATION 2.1 CLASS AUTHORITY -
The authority for the Class shall be the Farr 395 Management Group, consisting
of one member each from Farr Yacht Design, Ltd., and Stagg Yachts until such time as a Class Owners Association is formed at
the discretion of the Management Group. The Designer is Farr Yacht Design, Ltd.
The Administrative coordinator is
Stagg Yachts. The Chief Measurer is appointed by the Management Group
and shall have the authority to appoint Class measurers in various locations,
as necessary, as approved by Farr International.
2.2 LANGUAGE - The official language of the class shall be English. The word "shall"
is mandatory. The word "may" is permissive. In the event of dispute over class
rule interpretation, the English text shall prevail. 2.3
RULE MANAGEMENT - Amendments to these Rules shall be issued by the Management
Group. A simple majority vote of the Management Group is required to amend the
Rules until such time as a Class Owner Association is formed.
2.4 INTERPRETATIONS - Rule interpretations shall be made by Farr International,
Inc. in consultation with the Management Group. The Chief Measurer in consultation
with the Management Group shall make measurement interpretations. Interpretations
shall be requested in writing by Owners only and shall be distributed to The Management
Group as necessary. Interpretations shall be ratified or amended by the Management
Group and distributed by Stagg Yachts. and shall be included in the
Rule. The Management Group may refuse to issue a Rule Interpretation
immediately prior to a class event, if it determines at its sole discretion, that
the Rule Interpretation is requested with insufficient time for all competitors
to benefit from it or comply with it. The lack of an interpretation does not permit
or excuse failure to comply with the One Design Rules.
2.5 CLASS ASSOCIATION - To compete in a Farr 395 One Design
regatta, all owners and charterers shall be members of the Farr 395 Class Association.
Failure to do so will disqualify the entrant from the race. The boat shall have
a paid valid One Design certificate, and sails shall have valid royalty stickers.
Class Association dues are required commencing January 1, 2001 and will be used
by Farr International to administer the class. 2.6 HELMSMAN
SELECTION - All helmsmen shall be approved by the Farr 395 Class
Eligibility Review Committee (F395 CERC). Helmsmen shall meet all criteria outlined
in Appendix 6, and shall submit their completed application form (from Appendix
6) to the F395 CERC for a ruling at least two weeks prior to steering in a Class
event. 3.0
PROTECTION OF ONE DESIGN 3.1 OWNER'S
OBLIGATION - It is the responsibility of an owner to ensure
that the yacht complies at all times with the current class rules. A copy
of the One Design Certificate and a copy of The Farr 395 Class Rules shall be
kept on board the yacht while racing. The Farr 395 certificate shall be withdrawn
immediately from any boat that is found not to comply with these rules. (Reference
Rules 3.6 and 3.7) 3.2 INSPECTION RIGHTS - The
owner(s) agrees to grant an unaccompanied Class Measurer or member of the Management
Group the right to inspect a yacht and its equipment at any time. The
Management Group or the Measurer's authority to inspect shall include but not
be limited to boarding the boat and inspecting the interior, including it's storage
spaces, bilges, and voids. A Class Measurer shall also report on the Measurement
Certificate anything that might be considered to be a departure from the strict
One Design criteria or the intended nature of the Class, and may invalidate or
refuse to issue a certificate in such cases. 3.3 IDENTIFICATION
NUMBERS - A unique hull number shall be molded into the transom of each yacht
3.4 BUILDER'S RECORDS - The Builder shall be responsible
for keeping such records as are required by the Rules. The Builder shall supply
a copy of these records to Stagg Yachts. 3.5
REPAIR/RE-MEASUREMENT - Following any repair to the hull, deck, keel, rudder,
structure or spars, the yacht may be required to be re-measured in part or whole
at the discretion of the Management Group. (Reference Rule 5.2)
3.6 MODIFICATIONS - Any modification or changes to a boat or any part thereof,
including additions or deletions of any item, that could alter the one design
nature of a boat or could be considered to improve the performance of a boat shall
be prohibited unless expressly permitted by the Class Rules. Where any doubt exists,
the Farr 395 certificate shall be withheld or withdrawn until a ruling on permissibility
is obtained from the Management Group in consultation with the Chief Measurer.
3.7 RIGHT TO WITHDRAW - The Farr 395 Management Group/Class
Association reserves the right to withdraw a yacht's One Design Certificate should
it be determined that an owner has participated in a willful breach of the One
Design Class Rules. The right to return a yacht's One Design
Certificate rests solely with the Management Group.
3.8 BREACH OF CLASS RULES DURING A ONE DESIGN EVENT - If a breach
of Class Rules is committed during a One Design Class event, penalties shall be
assessed at the discretion of the event Jury or Protest Committee, in consultation
with the Management Group or a non-competing Class Representative appointed by
the Management Group. 3.9 PROTESTS - In
keeping with the class objectives as outlined in 1.1 (Eligibility) of the Farr
395 Class Rule, when a boat files a protest or requests redress, the boat's representative
at the hearing shall be a Group 1 (amateur) competitor.
4.0 MEASUREMENT STANDARDS 4.1
MEASURERS - Yachts shall be measured only by measurers appointed by the Chief
Measurer and approved by Stagg Yachts.
4.2 LENGTHS & WEIGHTS - Measurements of length shall be taken in millimeters.
Weights shall be measured in kilograms. 4.3 SCALE CERTIFICATION
- Scales used to determine weights shall be calibrated and certified by a recognized
standards authority every 20 weighings or 9 months, whichever represents the shortest
period, but not more often than once in ten days. Accuracy required +/- 0.2%.
4.4 MEASUREMENTS AT BUILDER - The completed hull and spars
of each yacht shall be measured as required by these rules prior to delivery from
the Builder's yard. 4.5 RULE HIERARCHY - When there is
conflict with the ISAF or National Authority rules, the Farr 395 Class Rules shall
take precedence. 4.6 TOLERANCE - All tolerances referenced
in this rule are for manufacturing purposes only, and shall not be used for optimization.
Modifying or changing any measured component of the yacht in
order to achieve a maximum (or minimum) dimension for the purpose of improving
performance is not allowed and shall result in the withdrawal of the One Design
Certificate. 5.0
CERTIFICATES 5.1 ISSUING AUTHORITY -
Farr 395 One Design Certificates shall be issued by Farr International. These
shall be issued to yachts when Stagg Yachts. has received the necessary
measurement certificates with all dimensions, duly signed by a Class Measurer
and all fees paid including but not limited to Class Association fees. The cost
of a Farr 395 One Design certificate shall be as determined by the Management
Group/Class Association. 5.2 REPAIR - Any significant
repair, or replacement to the hull, keel, rudder or spar shall invalidate the
One Design Certificate until the yacht has been re-measured.
5.3 CHANGE OF OWNERSHIP - Change of ownership of a yacht shall invalidate the
One Design Certificate, which shall be revalidated by the new owner. Prior to
issuance of a new certificate, a Class Measurer may inspect the yacht for compliance
with class rules. The cost for a revalidated certificate shall be as determined
by the Management Group. 5.4 ANNUAL REVALIDATION - Revalidation
by the Chief Measurer shall be required on an annual basis. Certificates shall
expire on the 31st of December. The cost for the annual certificate shall be as
determined by the Management Group. 5.5 STANDARD CLASS
CERTIFICATES (IMS, CHS, IRC, PHRF) - National Authorities (or local authorities
in the case of PHRF) may issue standard class certificates to Farr 395's with
a valid Farr 395 One Design Certificate. Should any Farr 395 be modified in an
attempt to optimize under another rule, it is the Owner's responsibility to ensure
that the yacht is precisely in the condition indicated by its measurement certificate
and complies with Class Rules prior to participation in a Farr 395 One Design
class event. 6.0
(SPARE) 7.0 CONSTRUCTION
7.1 GENERAL - The hull, deck, interior bulkheads,
framework and moldings, keel, rudder, rig and sail plan, deck hardware, engine
installation, interior arrangement and other construction details shall conform
to the Construction Specifications and Class Rules. Additional items, including
deck gear and interior joinery, may be added to enhance the cruising utility of
the yacht. Additional items may include, but are not limited
to, electric winches, windlass, solar panels, lazy jacks, dodgers, extra shelves,
lockers, cabinets, and drawers. These items shall not be installed in such a way
as to enhance or improve the racing performance of the yacht, nor may they reduce
the weight or lower the center of gravity of the yacht. The Management Group,
with the assistance of the Designer and the Builder, has the sole authority to
allow these cruising modifications to the yacht.
7.2 MOLDS - Molds for hull, deck, rudder and interior moldings shall be generated
from the original tooling at Carroll Marine, Ltd. Parts shall only be built by
the licensed Builder in tooling approved in writing by the Management Group.
7.3 ALTERATIONS - No alterations to the configuration, or any substitutions of
any equipment as originally supplied by the builder including, but not limited
to the hull, deck, interior, keel, rudder, rig or rigging components or the actual
measurements on the Measurement Certificates is permitted.
7.4 VARIATIONS - Any variation from the Construction Specifications to a hull,
deck, interior, keel, rudder or rig of a yacht for which there is no prescribed
measurement shall be compared by a Class Measurer to a sample of 3 other boats.
If the variation is within the range taken from the 3 yachts the Class Measurer
may accept the variation. If the variation is outside this range the matter shall
be reported to the Chief Measurer for action. Any boat that shows clear evidence
that an attempt has been made to change its shape, or evidence is available to
suggest this, shall have the matter referred to the Management Group for action.
The Management Group may, at its discretion, withdraw a boat's certificate or
take further action as stated in Rule 3.6. 7.5 REPAIRS
- Any repairs, other than repairs of minor scratches, involving the replacing
of gelcoat or molded surface must have written approval of a Carroll Marine, Ltd.
representative prior to repair work commencing. All repairs shall be designed
and manufactured on the basis of replacing to the original geometry, strength
and stiffness, and no lighter than the original weight.
7.6 PROHIBITIONS AND EXCEPTIONS It is not permitted to:
- Modify, drill out, core, rebuild, replace materials,
grind, plane or relocate standard equipment or parts in any way to reduce weight,
lower center of gravity, or to improve pitch moment of inertia or to directly
or indirectly improve performance.
- Change the shape or
outline of the hull, deck, interior moldings, engine, saildrive leg, zinc, propeller,
keel and rudder.
- Remove any molded surface except light
sanding in preparation for painting.
The following
exceptions are permitted: - Additional equipment
or interior joinery whose purpose is to enhance the cruising comfort or utility
of the yacht as outlined in Rule 7.1.
- Additional through
hull fittings for added equipment (e.g. speedometer, depth sounder)
- Normal
painting of all surfaces in accordance with current RRS rule regarding skin friction.
- Removal of owner specified cruising options such as the
dodger, electric winch drives, windlass, swim ladder, cockpit cushions, and other
items at the discretion of the Management Group.
7.7
MATERIALS - Materials are limited to those described in the Construction Specifications
and Drawings. 8.0
ONE DESIGN MEASUREMENT 8.1 MEASUREMENT
- The official One Design Measurement of each boat shall be the responsibility
of the Builder. The Builder must present the necessary measurement certificates
signed by the Chief Measurer, to Stagg Yachts. prior to delivery of
each boat. 8.2 MEASUREMENT CHECKS - At the time
of measurement, the measurer may review the Builder's records of weights and check
measure or weigh any part in production for compliance with the One Design Rule.
9.0 HULL 9.1
GEOMETRY - Hulls shall be molded only in tooling that has been generated from
the original tooling at Carroll Marine, Ltd. All components including all bulkheads,
all moldings (liners, galley, ice box, engine and storage module), engine and
drive leg must be fitted to the hull by the Builder and shall not be altered,
except as permitted in 7.1. 9.2 WEIGHT - The Builder
shall weigh the hull as it is lifted from the hull mold.
9.3 CONSTRUCTION - The hull shall be molded in E-Glass/Kevlar, Epoxy Resin, Foam
and Balsa Sandwich construction in accordance with the Construction Specifications.
10.0 DECK 10.1
GEOMETRY - The deck shall comply with Construction Drawings and Specifications
and be built in a certified mold that is generated from the original tooling at
Carroll Marine Ltd. 10.2 DECK GEAR LAYOUT - Deck
gear layout shall comply with the Official Class Construction Specifications in
terms of size, strength and location. The two removable cockpit seats may be removed
for racing in One Design Class events. 10.3 LIFELINES,
STANCHIONS AND PULPITS - Shall conform to the current ORC Special regulations.
When racing under the Farr 395 rule the lower lifelines shall not deflect lower
than 100mm above the deck when firm downward pressure is applied to the lifeline
halfway between any two stanchions.
11.0 KEEL 11.1 GEOMETRY
- The keel may be painted and faired outside the lead surface only. Fairing that
removes lead is prohibited. Removing lead by drilling, pocketing or other means
is not permitted. If any keel appears to have an unusually thick paint system,
or to have had any other geometric alteration from the molded shape in an attempt
to alter hydrodynamic qualities, it shall be checked for conformance to patterns
(profile and section) built and supplied by the Builder. Tolerances: profile +/-
5mm; half sections +/- 2mm. 11.2 LOCATION - The
keel location shall be checked by the builder for conformance to construction
specifications. The position of the keel on any certified Class boat shall not
be altered. 11.3 SHOAL DRAFT KEEL - A shoal draft keel,
supplied by the Builder, which conforms to Farr Yacht Design Drawing Number 214,
may be installed. It shall comply with section 11.1 and 11.2 of this Rule as they
apply to the shoal draft keel and shall be noted on the One Design Certificate.
There shall be no consideration or allowance given between the
standard keel and the shoal draft keel when racing in Farr 395 One Design Class
events. 12.0
RUDDER 12.1 GEOMETRY - Rudder shall
be built from approved tooling. The gelcoat or molded surface must not be removed
other than light sanding in preparation for painting. If any rudder appears to
have an unusually thick paint system, filler added, or to have had any other geometric
alteration from the molded shape in an attempt to alter hydrodynamic qualities,
it shall be checked for conformance to templates built and supplied by the Builder.
Tolerances: profile; +/- 5mm and half sections; +/- 2mm.
12.2 LOCATION - The rudder location shall be checked by the builder for conformance
to construction specifications. The position of the builder installed rudder on
any certified Class boat shall not be altered.
13.0 ENGINE, DRIVE LEG, PROPELLER AND THROUGH HULLS 13.1
SPECIFICATION - The engine, drive leg and propeller shall be as specified and
supplied by the builder. Cooling water intake shall be through the leg in the
standard location as delivered from the builder.
13.2 LOCATION - The saildrive location shall be checked by the builder for conformance
to construction specifications. The position of the builder installed saildrive
on any certified Class boat shall not be altered. 13.3
DRIVE LEG - The surface may be lightly sanded in preparation for painting. No
grinding, removing aluminum or fairing of the saildrive leg or propeller is permitted.
Any paint system applied to the saildrive leg shall be of normal thickness. If
a saildrive leg appears to have an unusually thick paint system, it shall be checked
to manufacturer's tolerances for standard configuration. It is not permitted to
fill the gap around the sail drive leg with any type of material, except as fitted
by builder. 13.4 PROPELLER - Folding propeller shall be
as specified and supplied by the builder. 13.5 THROUGH
HULLS - No builder supplied through hulls shall be removed or replaced without
prior permission of the Management Group. All builder supplied through hulls shall
be operable at all times. 13.6 BATTERIES - The minimum
weight shall be 54 kg and the maximum 85 kg. 13.7 ZINC
- The zinc on the strut drive shall not be faired or painted.
13.8 FUEL - The engine fuel tank shall contain no less than 5 gallons while racing
in One Design events. 14.0
INTERIOR 14.1 COMPONENTS - The liner moldings
shall conform to the construction plans. Those interior components installed by
the builder shall not be moved, altered or removed, except as noted in section
7.1 of this Rule. 15.0
COMPLETED BOAT 15.1 WEIGHT - The completed
hull, deck, interior, keel, rudder, wheel and fixed standard equipment in "Builders
Weight" condition shall not be less than 5100kg. If necessary, a maximum of 190kg
of corrector weights shall be added to bring the total weight to not less than
5290kg. 15.2 REMOVAL/ADDITION OF CORRECTOR WEIGHTS
- Corrector weights shall only be removed or added if the following three conditions
are met: - Either the existing
certificate is invalidated and a re-measurement and re-weighing has taken place
in "Builder's Weight" condition by a Class Measurer OR an Owner shall be entitled
to apply for one voluntary re-weigh per year by a Class Measurer.
- A
Class Measurer is present during re-weighing and adding of the corrector weights
and all information is forwarded to the Chief Measurer for issue of a new One
Design Certificate
- Costs of re-weighing, re-measuring
and re-issue of the One Design Certificate are paid by the owner
15.3
EMBLEM - The Class Emblem shall be placed on both sides of the
cabin as specified in the rule. It shall also be placed on both sides of the mainsail.
The Class Emblems must be in place for One Design class races.
16.0 INTERIOR ACCOMMODATIONS With
the exception of the forward v-berth cushions and saloon table,
all standard, builder-supplied interior accommodations including but not limited
to cabinetwork, upholstery, mechanical and electrical systems shall be in their
intended position while racing. Stoves and fuel tanks shall be installed as supplied
by the Builder and shall be plumbed and ready for use. Propane or natural gas
tanks may be empty. 17.0
(SPARE) 18.0 SPARS AND RIGGING
18.1 BUILDER - All spars and standing rigging
components including spares and replacements shall be supplied by the licensed
spar supplier and shall comply with the Farr 395 One Design Rules, Construction
Drawings and the approved spar makers construction details.
18.2 MODIFICATIONS - Spars and standing rigging shall not be modified from the
approved drawings in any way without written approval from the Management Group
in consultation with the spar manufacturer. 18.3 HALYARDS
& TOPPING LIFTS - The mast shall have sheave boxes, sheaves and pins for:
- 1 main halyard
- 2 jib halyards
- 2 masthead spinnaker halyards
Minimum
breaking strengths of halyards and lines shall conform to Appendix 3 - Running
Rigging Specifications. The main halyard, and a minimum of three forward halyards
shall be in place while participating in Farr 395 One Design class racing.
18.4 MAST POSITION: - BASE
OF FORETRIANGLE - (J) shall be measured in accordance with IMS rule 803. This
shall not exceed 4280 mm.
- HEIGHT OF MAST - The dimension
from the top edge of the lower band to the sheer measured at the front edge of
the mast shall be no greater than 1746mm. (BHAS).
18.5
MISCELLANEOUS RESTRICTIONS - - MOVEMENT
OF MAST AT DECK AND STEP - Altering the location of the mast at the step, or at
the deck, after the yacht has left the dock for the first race of the day is not
permitted.
- ADJUSTMENT OF SHROUDS AND FORESTAY - Adjustment
of the shrouds or forestay while racing is not permitted except for purposes of
safety, i.e. an exceptional adjustment of a shroud to cure a fault. All means
of shroud adjustment shall be positively locked or bound up to prevent accidental
adjustment while racing.
18.6 ADDITIONAL RIGGING
- Additional standing rigging or an attempt to use any standard rigging, standing
or running, other than for its intended purpose, is prohibited.
19.0 RETRACTABLE BOW SPRIT 19.1
LENGTH in the boat extended - The bow sprit shall be measured in its fully extended
position from and perpendicular to the forward most point of the stem of the boat
to the outboard end of the sprit, excluding rigging. The length measured shall
not exceed 1800mm. 19.2 WEIGHT - The bow sprit shall be weighed in its
finished state excluding rigging. The weight shall not be greater than 11kg or
less than 9kg. 19.3 USE - The bowsprit shall only be deployed for the
purpose of setting a spinnaker. The deployment of the bowsprit for the sole purpose
of extending the length of the boat is prohibited. When
approaching a mark of the course, after which the spinnaker will be hoisted, the
bowsprit shall not be deployed until the bow of the boat has passed that mark
and shall be retracted at the earliest seaman-like opportunity after the spinnaker
has been lowered. May be deployed mid-leg if wind shifts necessitate hoisting
the spinnaker. 20.0 SAILS 20.1
NUMBER OF SAILS ABOARD - The sail inventory shall be declared prior to the start
of each One Design class regatta and shall not exceed the following number and
type: - 1 mainsail shall be aboard while racing
with one mandatory reef per class sail plan drawing #122C
- 1
Full sized racing battened jib may be aboard while racing
- 1
Farr 395 roller furling jib shall be aboard while racing
- 1
spinnaker shall be carried aboard while racing in accordance with Rules 23.1 and
24.0
- 1 spinnaker may be carried aboard that conforms with
Rule 23.2
No sail may be re-cut after event measurement,
or if there is no event measurement, after the start of the first race of a Farr
395 One Design Class regatta. Permission to repair a sail shall be required from
the Jury or a Class representative before repair is started. Any sail damaged
beyond repair at a regatta may be replaced at the discretion of the Jury or Protest
Committee with consultation from the Management Group or non-competing Class representative
appointed by the Management Group. 20.2 SAIL NUMBER
- National letters and sail numbers shall conform to the current RRS Appendix
on Identification on Sails. National letters shall be placed above the sail number.
20.3 MEASUREMENTS - Sails shall be constructed and measured
in accordance with maximum dimensions shown on the Class Sail Plan, drawing #
122 C and measured in accordance with the current ISAF Guide to Sail Measurement.
All sails shall have an ORC stamp on the head.
20.4 CONSTRUCTION - No sails in which carbon fiber, PBO or cuben fiber has been
incorporated in the sailcloth shall be measured, rated or carried aboard while
racing in One Design Class events. Sail cloth developed after January 1, 2001
shall require the approval of the Management Group. 20.5
PERMITTED ITEMS - The following items are permitted as appropriate: - additional
reef points in the mainsail
- mainsail luff cunningham holes
- luff, leech and foot lines, maximum diameter 8 mm
- camber
stripes
- chafing patches
- windows
in sails
- retrieval lines on spinnakers
- tell
tales
20.6 BUTTONS - All sails declared for a Farr
395 Class event shall be Class legal, may be inspected by a Class measurer and
shall have a Class button permanently sewn near the tack or
the clew of the sail. Buttons shall not be transferred from one sail to
another. The sail buttons are purchased from Farr International or may be available
at sail check-in. The price shall be set by Farr International and posted at www.farr395.org.
Buttons purchased in any replacement period must be affixed to sails purchased/delivered
in the same replacement period and buttons not purchased will not accrue into
the following period. Commencing November 1, 2003 sails shall be buttoned for
One Design Class events. 20.7 SAIL LIMITATIONS
20.7.1 DATE OF ORIGINAL SAIL PURCHASE - The
Date of Original Sail Purchase for all boats purchased/delivered prior to December
31, 2003 is defined as January 1, 2003 and for boats purchased/delivered after
January 1, 2004 the Date of Original Sail PUrchase is defined as January 1 of
the year in which the boat is purchased/delivered. 20.7.2
MAINSAILS - The permitted period for mainsail replacement is 18 months. Each boat
may replace its mailsail once in each 18 month period, excluding the 18 month
period commencing on the Date of Original Sail Purchase as defined in Rule 20.7.1.
The initial 18 month period is from Date of Original Sail Purchase (January 1)
to June 30 of the following year, the second 18 month period is from July 1 to
December 31 of the following year, and so on. 20.7.3
JIBS AND SPINNAKERS - Each boat may replace one jib and one spinnaker each calendar
year (January 1 to December 31), excluding the year in which the boat is purchased/delivered. 20.7.4
BROKERAGE BOATS - Buyers of brokerage boats are allowed to purchase sails in the
same manner as new boat buyers. However they may elect to purchase sail buttons
to use on the boats existing inventory in lieu of purchasing new sails. 20.7.5
CHARTERED BOATS - Charterers who do not own a Farr 395 may purchase an original
sail inventory, plus replacement sails using the same rule as owners, and transfer
the sails to different chartered boats. Charterers and Farr 395 owners who charter
are permitted to transfer their own sails to a chartered boat, or may use sails
registered to the chartered boat, buy may not combine inventories.
21.0 MAINSAIL 21.1
EMBLEM - The Class emblem shall be on both sides between the top and second to
the top battens, with the Emblem centered on the vertical axis of the mainsail.
Overall dimensions of the mainsail emblem is 38" W x 40" H.
21.2 CONSTRUCTION - Materials allowed in the construction of the mainsail are
Polyester, Aramid, Spectra or Vectran. Use of Carbon Fiber and/or PBO and/or Cuben
Fiber in the construction is not permitted. Attachment of the luff to the spar
shall utilize cars or sliders. Attachment by boltrope is prohibited in One Design
Class racing. 21.3 SETTING - The mainsail shall be set
within contrasting color bands on the mast and boom within limits specified on
Drawing #122 C. 21.4 WEIGHT - The mainsail excluding battens
but including luff cars shall have a minimum weight of 25 Kg. Any mainsail, which
is under-weight, shall have lead correction added at the head, within 200mm of
the upper extent of P, only. Reasonable normal reinforcement of the sail material
at the tack, clew or a reef point is permitted. Excessive reinforcement intended
to increase the weight of the sail, artificially heavy foot lines, boltropes,
rings, cringles or other fastenings, and excessive number of luff cars is prohibited.
Determination of excessive reinforcement and/or artificially heavy components
will be subject to the discretion of the class measurer.
21.5 BATTENS - The full length top batten shall have an Antal triaxial slider
with receptacle part no. 610-301 or 610-301R. There shall be a minimum of 10 and
a maximum of 13 cars Antal part no. 610-311 or 610-311R allowed below the headboard
of which one shall be located at the cunningham if fitted. The headboard type
and number of headboard car(s) is optional. 21.6 DIMENSIONS
- The mainsail shall have five equally spaced battens with maximum dimensions
as shown in drawing # 122 C, the top batten shall be full length. The mainsail
battens may not be constructed of carbon fiber. All battens shall be in place
while racing. Pivoting swing battens are prohibited. 21.7
DIMENSIONS - The mainsail shall comply with all maximum dimensions on drawing
# 122 C and measured in accordance with the current ISAF Guide to Sail Measurement.
22.0 HEADSAILS
22.1 JIB Roller furling
- One roller-furling jib shall be carried aboard while racing
One Design.
- It shall conform to the sailplan dwg# 122
C
- The roller furling jib shall be made of either woven
or film polyester
- The roller-furling jib may not contain
aramid, Vectran, PBO, carbon fiber, cuben fibre or Spectra.
- The
roller-furling system shall be fully functional with this jib and may be used
while racing.
- The roller-furling jib shall have a minimum
weight of ____ kg.
- No battens are allowed
22.2
JIB Racing - One racing
jib may be carried aboard while racing One Design
- It shall
conform to the sailplan dwg# 122 C
- The racing jib may
be made from polyester, aramid, vectran, or spectra
- Carbon
fiber, PBO and/or Cuben fiber materials are not permitted
- Carbon
fiber battens are not permitted
- Provision for reef not
permitted
- The roller-furler drum and upper swivel shall
be in place while racing One Design, and the Racing Jib may be partially or fully
furled while racing with flexible battens.
- The head of
the jib shall attach to the upper swivel while racing One Design.
- The
Racing jib shall have a minimum weight, excluding battens, of ____ kg.
- Pivoting
swing battens are prohibited
23.0
SPINNAKERS 23.1 SMALL SPINNAKER
- One small spinnaker shall be
carried aboard while racing One Design
- It shall conform
to all the dimensions on the sail plan DWG# 122 C
- The
small spinnaker shall be made of material no less than 45 gm2
- Only
nylon may be used in the construction of spinnakers
- Retrieving
lines may be used, but they must not alter or adjust the luff length of the spinnaker.
- No devices to adjust spinnaker luff length are permitted.
- Bolt ropes are prohibited, i.e. sail cannot be hoisted
in the foil section. Luff, leech and foot lines of nylon or polyester, maximum
dia. 8 mm are allowed
- Primary and secondary reinforcement
at the corners of the sail shall not extend more than 3900 mm from the respective
corner.
- Tabling is limited to 3 plies (tape + ply) and
the width shall not be greater than 75 mm. Only nylon or Dacron tabling is allowed.
- A spinnaker shall be tacked only to the forward end of
the bowsprit. The bowsprit shall be fully extended when a spinnaker is flying.
- The intent of this rule is to prohibit
the use of the small spinnaker for upwind sailing in Class racing or the manufacture
of Code 0 type sails.
23.2 LARGE SPINNAKER
- One large spinnaker may
be carried aboard while racing One Design
- It shall conform
to all the dimensions on the sail plan DWG#122 C
- The large
spinnaker shall be constructed of cloth not less than 37 gm2
- Only
nylon may be used in the construction of spinnakers
- Retrieving
lines may be used, but they must not alter or adjust the luff length of the spinnaker.
- No devices to adjust spinnaker luff length are permitted.
- Bolt ropes are prohibited, i.e. sail cannot be hoisted
in the foil section. Luff, leech and foot lines of nylon or polyester, maximum
dia. 8 mm are allowed
- Primary and secondary reinforcement

24.0
HEAVY-WEATHER SAIL PLAN (HSP) Shall
consist of the Mainsail, Roller furling Jib and small Spinnaker
24.1 CONDITIONS FOR USE - Mandatory
use of the Class Heavy Jib and Small Spinnaker shall be at the sole discretion
of the Race Committee and shall not be subject to protest. The Race Committee
shall notify the fleet 5 minutes prior to the Warning signal of the race in which
it intends to mandate the use of the HSP by hoisting code flag F. The HSP shall
be used by every boat participating in the race. Only the mainsail, roller jib,
and small spinnaker may be used during that race.
25.0 (SPARE) 26.0
CREW 26.1 WEIGHT - Maximum
crew weight shall not exceed 680.5 kg (1500 lbs). After completion of weigh-in
prior to the start of a regatta, crews that have complied with this rule shall
not be subject to protest. There is no dress code.
26.2 CREW SUBSTITUTION - Substitute crew members are allowed, they shall weigh-in
prior to the races they are sailing, and any substitution shall not exceed the
maximum crew weight or eligibility requirements. After
leaving the dock for a day's racing, crew changes shall not be permitted except
that injured crew may be removed from a yacht and replaced if permitted by the
Jury or Race Committee. The replacement crew shall weigh-in as soon as practical
and this substitution shall not exceed crew weight or eligibility requirements.
26.3 RIDER PROVISION - One non-competing crew member may
be allowed on board during One Design Class Racing. The rider
is not allowed to assist in any maneuvers or contribute to the performance of
the boat while racing. The rider shall not be a Group 2 or 3 competitor,
and shall not be required to comply with crew weight requirements. Riders shall
be identified by a brightly colored jacket or vest supplied by the Builder. The
intent of this rule is to allow relatives, friends, potential owners, event sponsors
and newcomers to the sport to sail on the boat. It is the responsibility of each
owner to abide by the spirit of this rule. The Sailing Instructions may amend
this rule. 26.4 CREW POSITIONS - While
two group 2 or 3 competitors are permitted during One Design Class racing, only
one of them shall be permitted in the position of either tactician or mainsail
trimmer. 27.0
OPTIONAL EQUIPMENT 27.1 OPTIONAL EQUIPMENT-
Shall be accounted for and recorded by the Builder
27.2 ELECTRONICS - Electronic sailing instruments, navigation and tactical equipment
of any type are allowed. 27.3 MECHANICALLY ASSISTED SAIL
CONTROLS - Mechanically assisted sail controls may be installed on the boat but
shall not be used in One Design Class events. 27.4 OPTIONAL
INTERIOR ACCOMMODATIONS / SYSTEMS - Additional accommodations or ships systems
are permitted (Rule 7.1). No optional system, which weighs less than standard
Builder supplied equipment, shall be allowed. 27.5 RUNNING
RIGGING - Must conform to minimum breaking strengths outlined in the specifications.
See Appendix 3. Due to the rapid degradation of fibers from
ultraviolet light, uncovered Vectran halyards are not recommended for reasons
of safety. 27.6 OPTIONAL ELECTRIC WINCHES - Shall
only be operated manually while racing, per ISAF RRS #52.
28.0 PROHIBITIONS The
following are not permitted while racing under the Farr 395 Class Rules:
- Any item whose sole function is or could be to increase
weight.
- Multiple purchase halyards
- Removal,
modification or re-positioning of any Builder fitted item.
- Sails
with detachable pieces.
- Artificially thickened sails and
multiple surface sails, whether inflated by the action of the wind or otherwise.
- Additional winches or winch systems.
- Running
backstays or any device intended for such use.
- Jib inhaul
systems
- Adjustable mainsail or jib tack
- Headstay
load cell
- Hydraulic mast jacks
- Pivoting
swing battens in the jib or mainsail
29.0 ADVERTISING Boats
shall comply with Advertising in accordance with the current Category A in the
Appendix on Advertising of the ISAF RRS. Limited Category C advertising shall
be allowed for events at the discretion of the Management Group but only for advertising
that benefits the entire class at an event. 30.0
CHANGES IN EQUIPMENT 30.1 OUTSIDE
ASSISTANCE - Individual support or coach boats shall not have
contact of any nature, either by radio, telephone, vocal signal, visual signaling
of any kind i.e. tactical placement, flags and/or different colors of clothing,
or the transfer of equipment or victuals, with a registered racing boat from the
time the boat leaves the dock each day until the boat has finished racing for
the day. In addition, individual support or coach boats shall not approach closer
than 300 feet to any boat that is racing, except at Mark Roundings or the Finish
where they shall not approach closer than 100 feet upwind of the windward mark
or downwind of the leeward mark and extensions of the finish line. The only exception
would be the race committee declaring an emergency. At the Warning Signal for
the Start, individual support or coach boats shall leave the area being used by
the racing boats and may station themselves outside of either the pin or committee
boat, but no closer to either end than 100 feet. Video or any other photographic
pictures taken from individual support and coach boats shall not be used as evidence
in protest hearings. The penalty for infringing this Rule shall be assessed at
the discretion of the Event Jury or Protest Committee. This Rule is not intended
as a deterrent to social interaction before and between races.
30.2 CHANGES - There shall be no additions or deletions
to the yacht's inventory of sails, running rigging or equipment after the yacht
has left the dock for the day, except in the case of emergency.
30.3 BREAKDOWN - In the event of a breakdown, a yacht may return to the shore
for repairs and/or replacement of damaged equipment. The yacht shall receive permission
at the earliest convenient opportunity from the Jury, Race Committee or a class
measurer to implement the repair or replacement. All replacements or repairs shall
conform to the Farr 395 class rules. 30.4 Repairs and
replacement of equipment and hull parts damaged during a regatta, that would normally
require a yacht to be re-measured under these class rules, shall not cause a yacht
to be re-measured until after the regatta is completed. Repaired or replaced sails
shall comply with the class rules and shall be subject to measurement.
31.0 SAFETY EQUIPMENT
With the exception of ORC Special Regulation 4.24, minimum of ORC Special Regulations
category 4 safety equipment, or the category specified by race organizers, whichever
is greater, shall be carried on the Farr 395 while racing. The
requirement for heavy weather jib and storm trysail is waived for Farr 395 Class
Racing, but they may be carried aboard while racing. The safety equipment
requirements establish the minimum equipment that shall be carried aboard while
racing. To equalize the weight and performance effects between boats, more extensive
safety equipment beyond these requirements may be carried at the owners discretion.
As stated in the ORC Fundamental
Regulations 1.02 Owner's Responsibility: - The
safety of a yacht and her crew is the sole and inescapable responsibility of the
owner, or owner's representative who must do his best to ensure that the yacht
is fully found, thoroughly seaworthy and manned by an experienced crew who have
undergone appropriate training and are physically fit to face bad weather. He
must be satisfied as to the soundness of hull, spars, rigging, sails and all gear.
He must ensure that all safety equipment is properly maintained and stowed and
that the crew know where it is kept and how it is to be used.
- Neither
the establishment of these Special Regulations, their use by race organizers,
nor the inspection of a yacht under these Regulations in any way limits or reduces
the complete and unlimited responsibility of the owner or owner's representative.

solely responsible for deciding whether or not to start or to continue racing:
